There's a blogging engine that does not require database and that is the Flatpress which can be downloaded on http://www.flatpress.org/. The software requires only a webserver that is PHP enabled and it's theme is very easy to customized and has a WordPress look on it. It is recommended for bloggers out there that wishes to have a blog site but have a limited web server features (no MySQL).
Flatpress is written in PHP and free for use. It's still under development but it's already functional. So if you want to own website for a year, you can only spend at almost $4.00/month (i.e. Php 2,000+/Year) for domain registration and hosting (Linux HOSTING Only without MySQL).
